VANCOUVER — Following consecutive investigations into a single building on East Hastings Street, Vancouver police have laid trafficking charges and seized a substantial quantity of drugs, cash, and weapons.
The Vancouver Police Department's District 5 project team spearheaded the dual operations, which targeted suspected drug trafficking in the 300-block of East Hastings Street in the Downtown Eastside.
The initial investigation, dubbed Project "Bouquet," began last year. After three months of evidence gathering, officers executed search warrants in July 2025, leading to the seizure of multiple kilograms of illicit substances, weapons, and cash.
"The work put in by the officers directly contributes to the safety of the neighbourhood,” said VPD Sgt. Adam Donaldson.
Following the approval of charges by Crown counsel in March, three men now face offenses related to Project Bouquet. James William Clapp is charged with trafficking a controlled substance. Roy Alvin Haynes is charged with possession for the purpose of trafficking and possession of a weapon. Jose Inacio faces charges of unauthorized possession of a weapon and possession of a controlled substance for the purpose of trafficking.
Despite the initial arrests, police determined that illicit activities continued at the same address, prompting the launch of Project "Bouquet Deux."
In March 2026, police returned to the building to execute search warrants on two separate residences. During this second raid, officers confiscated more than three kilograms of suspected cocaine, fentanyl, and crystal methamphetamine. Police also seized $12,000 in cash, two bulletproof vests, and several weapons, including a taser and a crossbow.
Several individuals were arrested in connection with Project Bouquet Deux. However, as the investigation remains active and charges have not yet been formally approved, police are withholding the names of those suspects at this time.
