Todd Matsumoto has been named Interim Chief Constable for the Surrey Police Service (SPS), stepping into the role on June 2, 2026. This appointment comes as the Surrey Police Board begins its search for a permanent successor to outgoing Chief Norm Lipinski.

Matsumoto formally acknowledged Chief Lipinski's extensive 47-year career in policing, which included five and a half years at the helm of the SPS. Under Lipinski's leadership, the department made significant strides, culminating in the SPS officially becoming the city’s police service on November 29, 2024, a transition Matsumoto described as "the largest policing transition in Canadian history."

Interim Chief Matsumoto assured the public that the leadership change would not disrupt departmental operations. The SPS, which comprises 685 police officers and 513 civilian staff, will maintain its unwavering focus on public safety. Key areas of continued attention include addressing issues such as extortion, organized crime, gangs, and violence.
